市域产教联合体赋能区域产业集群发展研究——以南通船舶与海工装备产教联合体为例

摘　　要：市域产教联合体通过人才培养、技术创新以及产业需求的动态适配等作用机制,能够赋能区域内产业集群的发展。南通船舶与海工产业集群具有市场份额高、发展配套齐全、工作机制健全的特点,但存在产品层次偏低、产业体系不够完善、用工难等难题。南通船舶与海工装备产教联合体通过建立产教协同治理机制、打造产学研协同创新平台、完善共建共享运行模式、优化专业设置和课程内容等策略,能够推动南通船舶海工产业集群优化升级。Municipal industry-education consortia can empower the development of regional industry clusters through talent development,technological innovation,and dynamic adaption of industrial demand.Despite its high market share,complete supporting measures and sound mechanisms,the Nantong shipbuilding and offshore engineering-equipment cluster is confronted with many challenges such as relatively low grade of products,immature industrial system,and labor shortage.The Nantong industry-education consortium of shipbuilding and offshore engineering equipment can make contributions to the optimization and upgrade of the cluster by establishing a mechanism for industry-education collaborative governance,building up a platform for industry university-research collaborative innovation,improving the operation model for joint contribution and shared benefits,as well as promoting the adjustment of disciplines and courses offered in colleges and universities.
