摘 要:随着新一轮科技革命和产业变革深入发展,全球秩序和发展格局正在重塑。中国要加快建设科技强国,不断开辟新领域、新赛道,推动科技创新实力实现大幅跃升。城市是开展基础研究、技术开发、产业化等科技创新活动的主阵地。在全国范围内开展城市创新能力评价,能够帮助各城市挖掘其在全国的创新优劣势,明确自身发展的创新特色,加快实现创新能级跃升和高质量发展。因此,探讨了新时期中国城市创新能力评价体系的构建、评价方法的选取、城市创新的分类。介绍了中国城市创新能力百强,并选取西安作为代表性城市进行创新画像分析,结合新形势对城市的创新发展提出了政策建议。A new round of technological revolution and industrial transformation is deepening,and the global order and development pattern are being reshaped.China needs to accelerate the construction of a strong technological country,constantly open up new fields and tracks,and promote a significant leap in technological innovation strength.Cities are the main battlefield for conducting scientific and technological innovation activities such as basic research,technological development,and industrialization.Conducting a nationwide evaluation of urban innovation capabilities can help cities identify their strengths and weaknesses in innovation across the country,identify their own innovative characteristics,and accelerate the achievement of innovation level leap and high-quality development.This article explores the construction of an evaluation system for urban innovation capability in China in the new stage,the selection of evaluation methods,and the classification of urban innovation.It presents the top 100 cities in China for innovation capability and selects Xi’an as a representative city for innovation portrait analysis.Based on the new development situation,some policy recommendations are proposed for urban innovation.
