摘　　要：我国公安指挥中心的组织和制度变迁经历了探索建立、发展壮大、整合提升和深化实战改革四个发展阶段。通过组织和制度变迁的综合分析框架,可以揭示变迁过程的四个关键特征:集中统一指挥与快速高效反应构成制度硬核;成功嵌入社会结构环境是变迁的关键;路径依赖下的边际组织创新是变迁的行为规律;党的全面领导为变革提供根本遵循和价值支撑。当前公安指挥中心面临的主要挑战包括指挥效能与制度设计脱节、组织适应性与社会环境脱节、创新发展与路径依赖矛盾、政治引领与实践执行挑战等。下一步,公安指挥中心建设应以政治引领为根本,通过制度优化构建弹性化指挥体系,深化社会嵌入提升环境适应性,同时培育创新动力突破路径依赖,全面提升应对复杂社会治安环境的能力。The organizational and institutional transformation process of the public security command center in China is divided into four stages:exploration and establishment,development and growth,integration and upgrading and deepening of practical reform.Four key characteristics of historical changes have been revealed through a comprehensive analysis framework of organizational and institutional changes:centralized,unified command and rapid,efficient response are the institutional hard core of change,successful integration embedded into the social structure environment is the key to change,marginal organizational innovation under path dependence is the behavioral law of change and the comprehensive leadership of the communist party is the basis,guarantee and value support of change.The current public security command center is facing many practical problems and new challenges in process of reform and innovation.The construction of the public security command center should be based on political guidance,optimize the system,build a flexible command system,deepen social integration,enhance environmental adaptability,break through path dependence with innovative power,and comprehensively enhance the ability to respond to complex social security environments.
