自贸区建设对开放型经济高质量发展的影响研究

摘　　要：推动开放型经济高质量发展是实现我国经济高质量发展的重要举措,如何促进开放型经济高质量发展已成为学术界关注的重要问题。本文使用2010—2022年中国292个城市的面板数据,从自贸区建设视角考察了自贸区试点政策对开放型经济高质量发展的影响及其作用机制,并进一步分析了自贸区建设的空间溢出机制。研究发现:自贸区建设能显著提升我国开放型经济高质量发展水平;虽然自贸区建设对试点城市的开放型经济高质量发展具有积极影响,但是一个城市的自贸区建设不能促进周边地区的开放型经济高质量发展水平综合评价指数的提升。机制分析表明:自贸区的建设能通过推动产业结构升级、提升地方财力、促进发明型专利授权数量和实用新型专利授权数量增长对开放型经济高质量发展产生积极影响。进一步分析发现,第一批自贸区试点政策不能促进开放型经济高质量发展水平综合评价指数提升,在经济发展水平高的城市、创新投入多的城市、东部地区的城市,自贸区建设对开放型经济高质量发展的促进作用相对更大。本文研究结论为全面推动自贸区的设立来促进开放型经济的高质量发展提供了新的理论框架和经验证据。Promoting high-quality development of an open economy is an important measure to achieve high-quality economic development in China.How to promote the high-quality development of the open economy has become an important issue of academic concerns.This article uses panel data from 292 cities in China from 2010 to 2022 to examine the impact and mechanism of pilot policies on high-quality development of the open economy from the perspective of free trade zone construction,and further analyzes the spatial spillover mechanism of free trade zone construction.The construction of free trade zones can significantly enhance the development level of China's open economy.Although the construction of free trade zones has a positive impact on the high-quality development of the open economy in pilot cities,the construction of free trade zones in one city cannot promote the comprehensive evaluation index improvement of the high-quality development level of open economy in surrounding areas.The construction of free trade zones can have a positive impact on the high-quality development of open economy by promoting industrial structure upgrading,improving local financial resources,increasing the authorized numbers of invention patent and patent for utility models.The first batch of pilot policies for free trade zones cannot promote the improvement of the comprehensive evaluation index of high-quality development of the open economy.In cities with high economic development level,cities with more investment in innovation and cities in the Eastern China,the construction of free trade zones would play a relatively greater role in promoting the high-quality development of the open economy.The conclusions of this article provide a new theoretical framework and empirical evidence for the comprehensive promotion of the establishment of free trade zones to promote the high-quality development of the open economy.
