边境社工站推动边境地区基本公共服务可及性的过程与机制研究——以靖西市乡镇社工站为例

摘　　要：边境地区作为基本公共服务中的劣势空间,其基本公共服务可及性问题亟待解决。文章以靖西市乡镇社工站为例,从可获得性、可接近性、可接受性、可适应性四个维度探究边境社工站推动基本公共服务可及性的过程与机制。研究发现,政府通过优化边境资源配置实现乡镇社工站的全覆盖,增进基本公共服务的可获得性;社会工作者遵循助人价值和生活实践面向边境居民开展服务,以机会均等原则推动基本公共服务的可接近性;社会工作服务注重赋能提高服务对象的能力,助推基本公共服务的可接受性;社会工作者保持文化敏感,尊重民族文化和习俗,提升基本公共服务的可适应性。边境社工站通过构建多元化的服务主体合力机制、重塑社区公共性机制以及赋能边境居民与社区形成合作机制,推动边境地区基本公共服务的可及性。The accessibility of basic public services in border areas,recognized as a disadvantaged zone in termsof public services,requires urgent attention.Taking the township social work stations in Jingxi City as anexample,this article examines hows these border social work stations enhance the accessibility of basic publicservices through four key dimensions:“availability,accessibility,acceptability,and adaptability”.The studyfound that the government optimizes the allocation of resources in border regions to achieve full coverage ofsocial work stations in townships,which enhances the accessibility of basic public services.Social workers,following their commitment to assist individuals and informed by real-life practices,provide inclusive servicesto all border residents,thus promoting equal access to basic public services.Social work services emphasizeempowering and improving the capacity of service users,which in turn promotes the acceptability of basicpublic services.Furthermore,Social workers also prioritize cultural sensitivity,respecting local cultural andethnic customs to enhance the adaptability of basic public services.Border social work stations work together topromote the accessibility of basic public services in border areas by constructing a mechanism for the synergy ofdiverse service subjects,reshaping the mechanism of community publicity,and empowering border residents toform an internal and external cooperation mechanism with the community.
