摘 要:在社会结构多元化、外部环境复杂化的现代化社会中,草根公益组织与基层政府之间关系疏远的现象时有发生。文章基于开放自然系统理论,对山东省Y县S组织与基层政府从建立合作关系到关系疏远的过程进行个案研究。研究发现,S组织对资金、合法性的需求与基层政府工作任务的压力促使双方建立合作关系。但开展合作后,由于S组织参与者的需求无法得到满足,而基层政府难以采取恰当的解决措施,最终双方关系逐渐疏远。合作过程中互动关系的失衡、行动目标的失调、行动逻辑的冲突,是导致双方关系转变的深层原因。In a modern society characterized by diverse social structures and complex external environments,theestrangement between grassroots nonprofit organizations and local governments frequently occurs.Based on theopen natural systems theory,this paper presents a case study of the evolving relationship between the Sorganization in Shandong Province and the local government,from initial collaboration to eventualestrangement.The study finds that the S organization’s need for funding and legitimacy,alongside thegovernment’s operational pressures,initially facilitated their cooperation.However,following this period ofcollaboration,the needs of the S organization’s participants remain unmet,and the local government struggles toimplement appropriate solutions.In this context,their relationship gradually becomes estranged.The imbalancein interactions,misalignment of goals,and conflict in operational logic during the collaboration are identified asthe underlying causes of this relational shift.
