摘　　要：本文基于技术性贸易措施的规则属性、技术属性和经济属性,探讨了技术性贸易措施与产业高质量发展之间的内在联系,并从理论视角出发,借鉴经济学、国际贸易学和贸易保护三个领域的基础理论,提出了技术性贸易措施对产业高质量发展具有短期抑制效应与长期促进效应的影响机制,同时从制度机制、技术创新、开放互认等角度提出应对建议,为技术性贸易措施助力产业高质量发展相关研究提供参考。This paper discusses the internal relationship between technical trade measures and high-quality industrial development based on the rule attributes,technical attributes and economic attributes of technical trade measures.Drawing from the basic theories of economics,international trade and trade protection,it proposes an impact mechanism of the short-term inhibiting effect and longterm promoting effect of technical trade measures on high-quality industrial development.The paper also offers suggestions from the perspective of institutional mechanisms,technological innovation,and mutual recognition,etc.,aiming at accelerating the transition from the short-term inhibiting effect to the long-term promoting effect,thereby supporting high-quality industrial development.Download(CAJ format)Download(PDF format)
