大农业观下的现代乡村产业体系建设:战略意蕴、实践路径与制度安排

摘　　要：以大农业观为指导建设现代乡村产业体系是一项涉及产业、区域、技术、制度的系统性复杂工程,应遵循“帕累托改进”原则,根据“动态盘活存量资源、有序发展增量资源”的总体思路,做大做强产业规模、持续优化产业布局。基于此,本文前瞻性地提出了六条兼顾理论创新性和实践操作性的战略实施路径,为实现加快构建现代乡村产业体系、把农业建设成现代化大产业的预期目标提供行动指南,并在此基础上进一步提出支持产业创新、发展乡村产业、壮大产业规模、激发市场活力等制度安排建议。The construction of a modern rural industrial system guided by comprehensive agriculture prespective is a systematic and complex project involving industry, region, technology and system. We should follow the principle of "pareto Improvement" to enlarge and strengthen the scale of the industry and continuously optimize the industrial layout according to the general idea of "dynamically revitalising the stock of resources, and orderly developing the incremental resources". Based on this, this paper prospectively puts forward six strategic implementation paths that take into account theoretical innovation and practical operability, provides action guidelines for realizing the expected goal of accelerating the construction of a modern rural industrial system and building agriculture into a modernized industry, and on this basis, further puts forward suggestions for institutional arrangements to support industrial innovation, develop rural industries, expand the scale of the industry, and stimulate the vitality of the market.
