摘  要:国土空间总体规划现已进入实施监测阶段,但实施监测指标体系尚未建立。本文从优化国土空间治理的思路出发,基于已有国土空间规划实施监测指标体系成果,综合考虑指标数据的空间性、指标计算结果的空间落地性,构建了市、县国土空间总体规划实施监测空间性指标体系。以西藏自治区拉萨市墨竹工卡县为例,本文完成了国土空间总体规划实施监测、实施效果评估,并对存在问题提出了相应的对策建议。研究结果表明,该监测指标体系科学有效,指标值具有较强的可获取性,能够为市、县国土空间总体规划实施监测工作提供借鉴。The overall territorial spatial planning is now in the implementation monitoring stage,but the monitoring indicator system for territorial spatial planning has not been established.In order to optimize the governance of territorial spatial,this paper comprehensively considers the spatiality of indicator data and results based on the results of the existing monitoring indicator system for the implementation of territorial spatial planning,and it constructs a new spatial monitoring indicator system for the implementation of the overall territorial spatial planning implementation in city and county level.The implementation monitoring and evaluation of the overall territorial spatial planning were completed by taking Mozhugongka County,Lhasa City,Xizang Autonomous Region as an example,and corresponding countermeasures and suggestions were put forward to solve the existing problems.The results show that the mentioned system is scientific and effective,the indicator values have great accessibility,so it can provide useful references for the implementation of monitoring in the overall territorial spatial planning in city and county level.
