摘  要:为高效应对重大突发事件、保护人民生命财产,本文立足基础测绘,分析自然资源应急测绘发展现状和需求,基于“天-空-地”一体化多模态协同方式、测绘时空大数据资源池、河南“天眼”系统物联感知、“河南一号”卫星遥感等,设计平时应急测绘数据运维和应急保障体系。本文从灾害信息动态汇集与共享、应急风险防控、监测预警和应急响应等方面,运用大数据存储、云原生架构、数据治理、算法模型和GIS融合技术,设计搭建了多级联动应急服务协同管控平台,并以河南舞钢石漫滩水库省、市、县三级联动应急测绘演练为实例,实现事前预防、事发应对、事中处置和恢复重建全过程应用,其应急测绘成果可为科学合理的灾害应急决策提供支撑保障。In order to efficiently respond to major emergencies and safeguard people's lives and property,this paper analyzes the current development and needs of emergency surveying and mapping of natural resources based on basic surveying and mapping,and designs a guarantee system for emergency surveying and mapping data manipulation and maintenance in general condition,based on the integrated multi-modal collaborative mode of sky and land,the spatio-temporal big data resource pool of surveying and mapping,the IoT of"Henan Tianyan"system,and the remote sensing of"Henan No.1"Satellite.Moreover,it designs and builds a multi-level linkage emergency service collaborative control platform using such key technologies as big data storage,cloud native architecture,data governance,algorithm models,and GIS integration from the aspects of dynamic collection and sharing of disaster information,emergency risk prevention and control,monitoring and early warning,and emergency response,etc.Finally,it takes the provincial,municipal,and county level coordinated emergency surveying and mapping exercise in the Shimantan Reservoir in Wugang,Henan Province as an example,and simulates the entire process of pre-prevention,incident response,in-process disposal,and restoration and reconstruction.The results show that emergency surveying and mapping can provide strong support for scientific and reasonable disaster emergency decision-making.
