农民增收趋缓的原因分析和增收途径

摘　　要：综合分析了农民增收趋缓的原因 ,如农业结构调整滞后、农产品科技含量低、农产品产地市场稀缺、农村剩余劳动力转移困难、农民隐性负担过重、农业基础设施脆弱等 ,并提出要认清形势 ,采取有效措施 ,从优化农业结构、提高农产品科技含量、抓好龙头企业建设、搞好农产品销售服务、加快小城镇建设、推进农村税费改革等多个方面开辟农民增收的新途径。This paper comprehensively analyzes the causes of farmers' slow income increase, such as the lagging of agricultural structure regulations, low science and technology content of agricultural products, the lack of production areas and markets for agricultural products, difficulties of shifting surplus labor force in the countryside, farmers' recessive overburden, weak infrastructure of agriculture, etc. The paper also suggests developing new methods to increase farmers' income through optimizing agricultural structures, improving science and technology contents of agricultural products, building head enterprises, raising awareness of agricultural products, accelerating small town development, and pushing forward tax reforms based on condition analysis and taking effective measures.
