摘　　要：在技术和市场的推动下,电信经过几十年的高速发展后,其基本需求趋于饱和,但在技术和利益的驱使下,电信设施的建设却在大规模地展开,这造成了能力过剩、收入下降;曾经的盲目并购和扩张也使运营公司债台高筑;WorldCom等电信企业爆出的财政丑闻也引发了电信业的诚信危机。电信业要走出低谷并不容易,其复苏必然要完成下面的过程:运营能力的管理和债务处理、产业整合、角色的转变和服务的调整。Promoted by technology and market,the basic requirements for telecom industry has reached saturation after several score's of high -speed development.However,construction of telecom infrastructure is spreading in a large scale driven by technology and benefit,which causes capability overplus and revenue decrease.Blindfold mergence and expansion also make op-erators heavily in debt.Financial scandals of telecom enterprises such as Worldcom cause the crisis of honesty of telecom industry.It is not easy for telecom enterprises to come out of the low tide.Its resuscitation must follow the follow-ing procedures:management of operation capa-bil ity and debt,industry conformity,role changeover and service modification.
