摘　　要：“以德治国”是我们党的一个基本治国方针,它与“依法治国”相辅相成,对于国家的长期稳定和社会的协调发展具有极其重要的意义。道德作为社会意识形态的基本组成部分,对社会政治、经济、文化等各方面的发展都有着十分重要的影响。而要建立具有时代特征的、有中国特色的道德准则,则必须继承和发扬中华民族的传统文化精髓,以人为本,以基础教育入手,注重党员干部队伍的道德修养,充分发挥社会舆论的监督和导向作用。Administrating the country through morality is one of the essential strategies for running our party. Complementary to the strategy of running the country by legal system, it plays a significant role in the long -term stability of the country and the coordinative development of the social politics,economy,culture and other aspects. In order to set up moral norms characteristic: in the new era, we must inherit and carry on the pith of Chinese traditional culture through fundamental education of social persons. Great importance should be attached to the moral training of Party members and cadres . The social opinion should also play an important part in the guiding and supervision of the moral standards.
