摘　　要：针对黑河流域水资源开发利用和生态环境保护中存在的问题 ,从宏观战略的角度探讨黑河流域水资源开发利用的总体思路、基本原则以及合理利用水资源、保护生态环境的对策和措施。In consideration of the problems in water resources exploitation and ecological environment protection in the Heihe River basin, exploration is carried out from the macro view of strategy on the master concept, basic principle for the Heihe water resources exploitation and measures for rational utilization and ecological environment protection.
