摘　　要：土地督察制度的建立与健全是当前中国特色社会主义土地管理制度进步的重要标志,也是当前为社会各界关注的热点问题.从土地督察制度的绩效评价入手,可以从宏观层面把握土地督察制度的发展,而探寻政策实施效果亦日益成为学界探求的重要科学问题.文中通过对公共政策绩效评价进行研究,并结合我国土地督察制度的演进过程,综述了我国土地督察制度相关绩效评价研究,并综合诸多研究者的相关成果模拟出综合模型.从事前绩效评价、事中绩效评价、事后绩效评价角度对我国的土地督察制度绩效评价做以展望,为该制度绩效评价的完善与发展提供参考和借鉴.与此同时,还需要进一步挖掘模型方法和相关的理论工具,采用实验法等对政策加以测量,以此使制度得到深入研究与探讨.Establishing and progressing of land supervision system becomes an important sign of weighing the progress of land management system under present Chinese-featured socialist society. Besides,it is a social hot topic in China.We can learn the development of the system at the macroscopic level based on the performance evaluation.Moreover,it is also an important scientific problem in the academic circles to research the effect of policy implementation.Studying the public policy performance evaluation and the e?volution process of Chinese land supervision system,this paper gives a review of relevant studies and sim?ulates a comprehensive model.A prospect of the performance evaluation of Chinese land supervision sys?tem is presented from the view of performance evaluation before,during and after the cases,which pro?vides a reference to improve the performance and the evolution of the system.Meanwhile,it is necessary to research new models and relevant theories. It is also necessary to further study the system by evaluating these policies through experiments.
