摘　　要：高校学报要提高质量,获得发展,就应转变办刊观念,以读者为中心,实行开放办刊,主动办刊。If we want to improve the quality of college journal.and help its development,we should change notions of running in colleges and universities.Readers should be put into the central position.We must adopt a set of open-system actively.
