摘　　要：解释了防洪非工程措施的概念 ,介绍了黄河防洪非工程措施的内容及内在联系 ,指出了黄河防洪非工程措施的重要性、存在的问题和加强黄河防洪非工程措施建设的具体方法 .建议加强非工程措施建设 ,充分发挥非工程措施在黄河防洪中的作用 。The concept of non engineering measure in flood prevention is explained.The content of the non engineering measure of Yellow River's flood prevention and its internal relation is introduced.The importance and existing problem of the non engineering measure in Yellow River's flood prevention at present is pointed out.The means how to take the non engineering measure in Yellow River's flood prevention is discussed.Therefore,the non engineering measure of flood prevention should be enforced.The role of non engineering measure in Yellow River's flood prevention is introduced.The damage of flood can be minimized
