摘　　要：政府主导还是市场主导是目前中国旅游业面临的关键问题,也是必须尽快解决的问题。笔者针对旅游业从事业型向产业型转变的特点,根据旅游系统结构特征,提出了建立三层次(旅游产业委员会———旅游企业集团———旅游企业)旅游运作模式的构想。To be government oriented or market oriented is the key issue that faces China's tourism, as well as an urgent problem to be solved. Based on the characters of converting tourism from a governmental branch to an industry and the structural features of tourism, the paper proposes the following systematical operating model: tourism industry committee-tourism enterprises group-tourism enterprises.
