摘 要:当前对备用市场的研究大多基于备用容量为给定的这一个前提 ,其核心是求解如何以最小的费用去购买这个预定的容量。文中提出弹性备用需求的概念 ,即在备用竞价过程中 ,通过对备用购买成本和系统可靠性效益的分析 ,同时确定发电系统的最优备用容量及中标的发电厂商。结合可靠性评估 ,文中对备用市场最优容量需求和竞价出清模型进行了深入的探讨 ,给出了基于 Pool结构的备用市场竞价模型。文中采用启发式算法求解 ,简便实用。Most of current researches on the reserve capacity market assume that required reserve capacity is predetermined. This means the demand of reserve capacity market is inelastic. This paper considers that reserve capacity in a power system is elastic, so it should be optimized by cost-benefit analysis. Based on reliability evaluation of the generation system, the paper proposed a bidding model of reserve capacity market, which can simultaneously determine optimal reserve capacity and clear the reserve capacity market. By using a heuristic method, the paper suggests a very efficient algorithm to solve the above model. Case studies for real power systems demonstrate usefulness and efficiencies of the proposed model.
