摘　　要：我国地方政府改革大体上走过了机构改革、职能转变和治理变革三个阶段,其间经历了两次思想和理论的飞跃。这一发展历程既反映了经济体制改革和社会发展的需要,也反映了全球化浪潮和西方发达国家新公共管理运动的深刻影响。着眼未来,各级地方政府应树立系统观念、优先观念和权变观念。只有在这种全新治理观念的指导下,地方政府的公共行政改革才能在民主化、法治化和市场化的道路上顺利前行。The local government reform roughly has gone through three phrases of institutional restructuring, transformation of functions and governance change in China. And meanwhile there have been two leaps in ideology and theory . The process of development manifests the needs of economic restructuring and social development and shows the great influences brought by globalization trends and new public management movement of western developed countries. The local government should foster the senses of system, priority and contingency with a view of the future. Only under the guide of the new sense of governance, can the public administration reform of the local government go on the sound track of democracy, legislation and market orientation.Key works:local government;public administration;governance
