摘　　要：甘肃工业企业存在的问题从根本上说是分工体系的问题 ,而国有企业改革理论和西方企业再造理论等为我们再造分工体系提供了理论依据和有用工具。其主要内容是再造政府与企业的关系 ,改善企业治理结构 ;再造企业间的分工和协作关系 ,改善竞争条件和提高市场效率 ;再造企业知识积累机制 ,建立核心能力和竞争优势。The present paper maintains that the problem facing the industrial enterprises of Gansu Province lies mainly in their work distribution system, and that the solution to it may be found in the reformation practice of the State run enterprises and the industrial restructuring theories advocated by Western economists. Such a solution will be composed of the reshaping of the enterprise government relationship, restructuring of enterprise management and of the distribution and cooperation relations between enterprises, improving competition environment and market mechanism, and establishing the nuclear functioning and competitive vantage.
