摘　　要：电能质量问题越来越显示其重要性 ,电力部门和用户对电能质量的关注也日益增加。针对目前国内外电能质量监测软件的不足 ,结合最新技术重新设计开发开放式电能质量管理软件。通过总结软件的开发工作 ,介绍了开放式电能质量管理软件的技术特点、基本功能以及程序模块的设计 。The power quality becomes more and more important and close attention is gradually paid to power quality by electric industry and consumers. At present the domestic and foreign power quality monitoring instruments have some disadvantages to implementation in China. This paper describes the technical features and basic functions of Open Power Quality Management System newly developed and the design of program modules. In the end, it predicts the vista of the application.
