摘　　要：国际责任是现代国际法上最为重要的制度之一。国际责任的理论与制度在20世纪以前的发展可以说是百年一步。随着国际组织法、国际争端法、国际集体安全制度等国际法的部门法的发展,国际责任制度在20世纪有了新的发展。国际责任制度的新发展反过来又促进了国际法相关领域的进一步发展。International Duty is one of the most important systems in international law. Before 20th century, its development was very hard. Following the development of international organizational law, international conflict law, etc, international duty system had some new development in 20th century. 
