摘　　要：江泽民同志在党的十六大报告中指出,发展社会主义民主政治,建设社会主义政治文明,是全面建设小康社会的重要目标。要实现这一目标,最根本的是要坚持党的领导、人民当家作主和依法治国的有机结合和辩证统一。加强制度建设,是现代政治文明的精髓所在。President Jiang Zemin's report at the 16th National Congress of the Communist Party of China that developing socialist democracy and establishing a socialist political civilization are an important goal for building a well-off society in an all-round way. The key to developing socialist democracy is to combine the need to uphold the Party's leadership and to ensure that the people are the masters of the country with the need to rule the country by law. Strengthen system building is the pith of modern political civilization.
