摘　　要：本文从新中国52年发展历史和经济制度变迁角度,分析我国"三农"问题形成的主要原因,在此基础上提出结构优化和制度再造相结合的解决策略,即化解我国深重的二元结构和新三元结构,转变化济的调控和运行方式,加快实现规范完善的市场经济制度。Analyses the cause of form the problem of China's agriculture,rural and farmer by review the 52 years history of new China and its economic institution change,then puts forward the strategy which structure optimization combine to institution reengineer to slove it,which melt the two part society system and the there part economic system,change the regulation mode of economy and establishes the normal and perfect market economy system.
