摘　　要：中央提出,全面贯彻落实十六大精神,必须毫不动摇地坚持党的基本理论、基本路线、基本纲领和基本经验;必须在各项工作中全面贯彻"三个代表"重要思想;必须紧紧抓住发展这个执政兴国的第一要务,不断增强我国的经济实力、国防实力和民族凝聚力;必须以与时俱进的精神继续推进改革开放;必须坚持党的群众路线,全心全意地为人民群众谋利益;必须毫不放松地加强和改善党的领导,全面推进党的建设新的伟大工程.我们一定要按照中央要求,全面贯彻落实十六大精神.The guiding ideology of land and resources work from now on is to hold high the great banner of Deng Xiaoping Theory, to fully act on the important thought of Three Represents, seriously study and act in the spirit of the 16th National Congress of the CPC and the 1 st Plenary Session of the 16th Central Committee. In building a well-off society in an all-round way, it is of vital importance to correctly deal with the relationship between resources protection and economic development. So we should constantly enhance the guarantee supplying capability of land and resources for the economic and social sustainable development, deepen the reform of land and resources compensable use system, further upbringing and standard land and resources market, broaden the opening-up scope of land and resources, strengthen the investigation and evaluation work of land and resources, surveying and mapping work, monitoring, prevention and treatment of geologic hazards, accelerate IT application and modernization in land and resources research and management, quicken the pace of change in government functions and improve the level of administration according to law, strengthen and improve Party building in the institutions and departments directly under the minister.
