摘　　要：清嘉道时期,朝廷和盐政机构对两淮盐业的敛取过多,而官府缉私的效果又有限,使淮盐价格失去了对其它盐种的竞争力,出现了明中叶以后曾有过的官盐壅滞、私盐泛滥的局面。本文在对该时期汉岸的整轮与散卖问题及王赠芳的奏折内容展开讨论的基础上指出,王赠芳一不敢直指朝廷,二不敢正视衙门,把两淮官盐壅滞推罪于商人,并称之为“棍商”、“奸商”是不妥的。During the period of Jiadiao in the Qing Dynasty, the government collected too much profits from Lianghuai. The salt price lost the competition chance. It resulted in the stagnant of official salt and private salt was inundant everywhere. The writer with the paper analyses this problem in detail.
