摘　　要：阐述了文书立卷归档及档案利用工作的重要意义,指出材料收集齐全是做好文书立卷归档的前提条件,掌握和遵循文书立卷的原则和方法是做好立档归档的根本,准确拟写标题、保证案卷质量是充分利用档案的关键环节,积极开发和利用档案是档案立卷归档的根本目的。This paper expounds the important significance of document voluming-filing and archive utilization work, and points out that completely collecting of materials is the precondition doing well document voluming-filing and archive utilization work, mastering the method and following the principle of document voluming is the foundation of doing well document filing, accurately compiling the titles and guaranteeing the quality of files is the key link of full use of archives, and actively developing and utilizing archives is the fundamental target of document voluming-filing and archive utilization work.
