衡水市农村剩余劳动力转移面临的形势与对策

摘　　要：农村剩余劳动力是伴随农村改革和农业发展而必然出现的经济现象。衡水市是农村人口占 80 %以上的农业大市 ,农村剩余劳动力的转移与全市经济发展和社会稳定息息相关。当前 ,衡水市农村剩余劳动力转移面临的形势不容乐观 ,存在着很多制约因素 ,如城市化水平低 ,农村非农产业不发达 ,农村劳动力素质低 ,户籍制度改革滞后等。加快衡水市农村剩余劳动力转移 ,必须转变观念 ,提高认识 ,大力发展农村的非农产业 ,加快小城镇建设 ,提高农村劳动力素质 ,建立城乡统一的劳动力市场。Such an inevitable economic phenomenon of the rural surplus laborers is bound to follow the rural reform and agricultural development.Hengshui city is a big agricultural one,in which rural population is over 80%,The transfer of the rural surplus laborers is closely bound up with the economic development and social stability of the whole city.Nowadays,the situation of the transfer of rural surplus laborers in our city allows of no optimism,and it is restricted by many factors such as the low level of the urbanization,the underdeveloped non-agricultural industry,the poor quality of rural surplus laborers,and obstruct of the reform in household registration system.Thus,to speed up the transfer of the rural surplus laborers we must change our ideas,devote major efforts to developing non-agricultural industry in the countryside,quicken the steps of the small towns' construction,improve the quality of rural laborers,build up unified laborers' markets between town and country.
