摘　　要：1998年以来,为使我国国民经济能够保持较快速度的增长,政府先后实施了稳健的货币政策和积极的财政政策,但在市场需求不足的条件下,其效果还不尽人意。为此,应在实施稳健的货币政策和积极的财政政策的同时,确定"就业优先"的宏观经济调控目标。Since 1998,a prudent monetary policy and a proactive fiscal policy have been implemented in China to sustain a comparatively rapid growth in domestic economy,but the effects of the policies are not so satisfactory due to the inadequate market demand. Therefore ,we should establish'employment priority'as the target of macro economic control,while implementing the prudent monetary policy and the proactive fiscal policy.
