某地区机械制造业生产安全状况及分析  

AN INVESTIGATION AND ANALYSIS OF THE SAFE PRODUCTION SITUATION IN THE MACHINE-BUILDING INDUSTRY

摘　　要：对某地区机械制造业的安全状况进行调查。通过对整个行业的安全投入数据和事故数据的统计 ,分析了该行业的安全投入现状、事故发生现状及二者间的关系 ,认为造成该行业事故多发的主要原因是安全投入不足和人均劳保费用偏低。This paper presents an investigation and analysis of the actual safety situation in the machine-building industry production as well as some discussion on the countermeasures to be taken. Although the safety cost for per-product has risen remarkably in the past 10 years, the relative safety production situation has been worsening as shown in Figure 1 to Figure 4. Our investigation shows the production safety rate has been decreased with more and more accidents and casualties cropping up both in absolute accident rate and in the average scale per 1 000 000 production hours (see Figure 5 to Figure 9). As is known, the machine-building industry traditionally is a lower-accidents causing one, but, as a matter of fact, there have taken place a lot more accidents in recent years that result in both material loss and labor-force casualties. The chief reason for this is the reduction or improper transfer of the safety and security cost. This particularly manifests in the disproportionately lower average labor protection cost, which has actually been increased though not enough in the past decade. Based on the analysis results of the safety cost spent statistics and the accident number and seriousness, the present paper has done a detailed study into the safety cost spent actual situation and the accident-occurring rate and the mutual relation between the two sides. It is found that much higher rate of the accidents that took place is mainly due to the improperly lower safety cost input into the actual production and the lower per-capita labor force protection cost input. Then the paper concluded that the higher accident rate in the industry has mainly been caused by the lack of safety production and labor force protection concept on the part of the production management and the decreased spending of the safety cost on the actual production, especially the sharp decrease of the safety cost proportion compared with GDP.
