解决城镇弱势人群医疗保障问题的思路与对策

摘　　要：随着我国市场经济的进一步发展、产业结构调整和社会结构急剧转型 ,社会弱势人群的保障问题日益凸显。解决弱势人群医疗保障问题的思路应放在职工基本医疗保险制度与医药卫生体制改革的大背景下 ,考虑以基本医疗保险作为主体框架 ,构建包括多种医疗救助形式的多层次医疗保障体系 ,建立稳定、多元化的筹资机制及可持续发展机制。相应的对策有 :制定特殊政策 ,逐步把弱势人群纳入基本医疗保险 ;建立规范、多元的医疗救助体系 ;开征社会保障税 ;With the development of market economy, the adjustment of the industry structure and the sharp transformation of social structure in China, the medical security problem among vulnerable groups has become obvious. To resolve the problem, the author suggested that the combination of basic medical insurance system reform and health system reform should be taken into account, and a multi-level and sustainable development system of medical security for vulnerable people should be established. The system does not only base on basic medical insurance system and contain multiform medical relief, but includes stable and multiform financing mechanism. Some suggestions are proposed, including making special policy, setting up standard and multiform medical relief system, imposing the social security tax, improving the supervising system and so on.
