摘　　要：　根据近几年国内外环境管理经验,对我国实现城市需水零增长的必要性进行研究,预言在本世纪首先应在工业部门实现需水量的零增长。达到这一目标的必要条件是加强在工业部门尽力施行废水排放最少化清洁集成技术,并且要推广这一集成技术还要有能够监督和刺激该技术实施的配套政策和法规,以及具有高素质的环境管理人员。Based on the environmental management experiences home and abroad in the recent years,it is necessary to make a research on the realization of water zero growth in urban areas in China.It is predicted that the water zero growth should be realized in industrial lines at first.The necessary conditions for the goal is to apply minimization clean integration techniques of waster water discharged incity,as well as the corresponding policies and regulations and environmental mawagement intellectuals.
