论警务协作中的指挥关系

摘　　要：在现代重大的警务处置行动中,多警种、跨地区的警务协作越来越成为公安机关的主要警务活动模式,而警务协作的核心是指挥。在现代警务协作中,公安指挥的核心是组织好重大警务处置现场的各种处警力量的协同行动,发挥公安机关的整体战斗力。警务协作指挥关系作为警务协作指挥的重要内容,影响和制约着警务协作效能的发挥。因此,公安指挥必须依据不同的警务处置行动编组和处置行动需求,理顺种属控制、主从制约、平等协商三种指挥关系,确保警务协作对象在协同处置行动的各个阶段、环节、方向都能围绕处警总目标发挥恰当的角色效应,使公安指挥整体效能得以充分显现。In the modern policing operations,the trans-regional cooperation among various categories of the police forces is becoming a more and more important mode of policing,whereas command is the core of the policing cooperation.The mission of the public security command post which differs from the general production,traffic handling and battle command of the troops,is to enforce the law which includes crime striking and social public order maintenance.In the modern policing cooperation,the primary task of command lies in the on-site organization of cooperate actions among different categories of the police forces,making the public security organs develop to the full strength.As an important part of the policing cooperate command,the relationship in the command exert great influence on the effectiveness of the policing cooperation.Therefore,the command of the public security organs must rationalize three kind of relationships,that is,control of different categories of police forces,restrain of the principle over the subordinate and equal negotiation according to the different teams and needs of the policing operations,in order to make all the corporative police forces work towards the final mission of the cooperation in every stage,every link and every direction.Thus the overall efficiency of the command can be made to its full performance.
