摘　　要：公安民警优先权制度存在着内容的局限性、与其它种类优先权的冲突和实现保障不足等问题。面对公安民警优先权制度存在的问题,应重新思考公安民警优先权的优先性表现,完善公安民警优先权制度,即完善优先权排序制度,保障公安民警优先权有序规范行使;建立优先权保障制度,保证优先权的实现;建立优先权行使的程序制度,防止滥用优先权;完善优先权行使的救济制度,促进公安民警规范行使优先权。There are problems of police priority which include limited content, conflicts with other priorities and deficiency for its realization. In the face of these problems, the performance of police priority should be reconsidered.Improving the police priority system, we should do the following aspects: perfecting the sorting system of priority;realizing police priority being performed normatively; establishing the supporting system of police priority to ensure its realization; constructing the enforcing procedure of police priority for preventing the abuse of priority rights; perfecting the relief system of police priority to promote the normative performance of police priority.
