摘　　要：探索经济体制转轨阶段的经济运行机制,寻求保持经济体制转轨时期国民经济持续稳定协调发展的政策措施,对于我国进一步深化改革具有水分重要的意义。为此,本文在认识前12年经济体制转轨阶段经济波动特征的基础之上,对转轨时期干扰经济稳定运行的冲击因素、宏观调控目标、经济系统内在稳定性、国家宏观调控能力等方面做了理论与实证相结合的分析。最后作者指出,在重大经济决策中,应处理好八个方面的关系。It's of great meaning for our economic reform to study the economic working mechanisim and search for reasonable policies effective to a table and coordinate national economy when we are tranforming our economic structure, After studying the features of China's economy of the past 12 years, the author of this paper points out those elements affecting the stability of the economy, and analysizes the ability of governmental macro-contral and the stability of the economic system itself. The author thinks that eight pairs of relationship should be dealed with well when important economic policies and decisions are put into action.
