摘　　要：本文分析了江苏省地方小交通的构建背景、发展现状和存在问题,提出加强规划、建管养结合、适度超前、模式多样、系统协调等总体构建原则和江苏省地方公路及港口的具体布局设想,以促进地方小交通与农村经济可持续发展。This paper analyses the background.to construction, development and problems of present.of local lower communication in Jiangsu Province. it brings up the constructive principle of local lower communication:strengthen the planning; integrating construction, management and maintenance; catch up in moderate degree; diversify the developing modern; coordinate the developing system. Also, the paper produces some ideas on locating the local road and local port to promoting the sustainable development of local lower communication and the rural economy of Jiangsu Province.
