省域中心城市反恐重要目标治安防控机制构建探讨——以某市火车站反恐治安防控机制建设为例

摘　　要：9.11事件以来,作为国家的重要行政管理活动,公共安全管理受到更多关注,其中,恐怖活动应对成为公共安全管理面临的主要挑战,在其发生地点的统计分析中可以发现,中心城市已成为恐怖威胁的重要地区,因此,中心城市反恐重要目标的防控机制亟待建设。但国内学术界对省域中心城市和反恐重要目标概念的界定还不是十分清晰,在分析我国恐怖活动概况的基础上,文章以某中心城市火车站为例,分析其主要从机构建设、情报搜集、应急处置、安全防范几个方面构建省域中心城市反恐重要目标治安防控机制,进而从应对预案、机构设置、情报工作、硬件建设几个方面进行思考和探索。since 9.11 accident, as an important country of administrative activities, public safety management have received more attention, which dealing with terrorist activities has become a major challenge faced by public safety management, statistical analysis in the place of its occurrence can be found in the center of the city, which has become an important area of terrorist threats, and therefore prevention and control mechanism center of the city needs to build counter-terrorism important objective.However, the definition of domestic academic center of the city and the provincial anti-terrorism important target concept is not very clear, on the basis of analysis of the profiles of terrorist activities, the article,a center of the city railway station as example, analyzing from the institution-building,intelligence gathering, emergency response, security aspects to build a provincial anti-terrorism center of the city an important goal crime prevention and control mechanism, and then set the response plans,organization, intelligence, hardware construction of several aspects of the thinking and exploration.
