对我国计价定额市场化改革的思考

摘　　要：在推进建筑业发展和深化改革的背景下,对当前计价定额相关研究的不同观点进行梳理;结合计价定额的实质,从计价定额强势地位阻碍企业定额发展、计价定额已不能成为科学的计价依据两个方面,分析计价定额市场化改革的原因。在此基础上从宣传定额的参考性、改变定额发布的官方背景、计价定额应引入竞争机制、改变定额编制方式、强化定额的"方法论"作用等方面就计价定额市场化改革问题提出建议。Under the background of promoting the development and reform of construction,this paper converges the present controversies of pricing quota,taking the essence of pricing quota into consideration,aiming to investigate the innate motivation of the pricing quota marketization reform from the following two perspectives:the powerful position of pricing quota obstructed development of enterprise quota and the potential of pricing quota to be a scientific reference is losing. And based on the previous part the suggestions of pricing quota marketization reform are given in five aspects:broadcasting the advisory of quota,switching the official background of quota,introducing competitive mechanism,changing forming pattern and emphasizing on the methodology.
