摘　　要：结合电力公司电能计量管理的需要和特点,分析了电能计量管理信息系统的设计思想、原则、电能计量管理流程和功能,运用PowerBuilder8 0和SQLSERVER7 0作为开发工具,建立了服务端SQLSERVER7 0数据库的概念模型,并且把概念模型转化为数据模型,开发实现了客户端应用程序.该系统功能完善,操作简单方便,运行安全可靠.This paper analyzes the design thought, principles,the process of electric power metering management and the function in terms of the requirement and feature of electric power metering of our electric power companyBy using PowerBuilder 80 and SQL SERVER 70 as development tools,the SQL SERVER 70 database concept model as server terminal is established and converted to data modelThe application program as client terminal is developed This system has better function and is easy to use and provides higher security and reliability 
