摘　　要：近两年来,湖南省个体私营经济的发展呈现出下降的态势,明显地表现出持续稳定增长的后劲不足。其原因是多方面的,主要是个体私营经济在发展过程中自身存在的种种问题和政策体制环境"国民待遇"的落差两个方面。从过去20多年发展的历史轨迹和现实的发展环境分析,增强个体私营经济的发展后劲,保持个体私营企业的可持续发展,关键在于创新,即政策体制、管理体制创新和内部各项改革与创新。In recent two years,the development of privatelyowned individual economy has tended to decline in our province,which obviously shows a serious shortage of sideeffect in acquiring sustainable and stable increase.The causes of such result can attributed to many aspects and the primary ones are that the privatelyowned individual economy itself has some problems in its development and the drop of civic treatment under the environment of policy systems.Through looking at historical steps in the past 20 years and analyzing the environment of the present development,the key should be laid on creation,that is,creation in policy systems,management systems,and reforms of all internal items for the sake of enhancing the aftereffect of the development of the privatelyowned individual economy and keeping its sustainable development.
