摘　　要：我国实行较为严格的资本项目管制是由我国的汇率制度、宏观经济形势、银行及资本市场建设相对落后等因素决定的。但国际金融全球化是我们不能回避的事实,中国入世不但降低了管制的效率,而且增加了管制的成本,开放资本项目、允许国际资本自由流动成为中国的必然选择。中国应采取以市场为基础的一种规范的、有序的、渐进的方式逐步放开资本项目管制,开放资本账户。Capital control in China is decided by fixed rate system, macroeconomic situation , the backward construction of banks and capital markets, and so on. But we can't evade the fact of economy globalization. The entry of WTO not only reduces the efficiency of control but also increases the cost of control. Opening the capital account and allowing free capital flow is the necessary choice for China in the future. China should give up capital control and open the capital account in a standard, order and gradual way on the basis of a free market.
