摘　　要：本文从网络环境下的用户需求特点入手 ,探讨了网络信息资源的开发、利用与服务问题 ,提出了提高网络信息资源利用率及实用性的对策。After analyzing the requirements of the users under the network environment, the thesis probe into how to develop and utilize the network information resources and how to perfect the information service. At last the thesis offers the measures on how to raise the utilization ratio and practical degree of the network information resources.[
