摘　　要：目前我国社会中存在生产要素闲置状况 ,而且这种状况有加剧的趋势。党的十六大提出全新的价值理论 ,并在这一理论指导下解决该类问题 :提出激活闲置资源 。There exists a phenomenon in our society that the essential factors of producti on have been lying idle and it is liable to aggravate.Under the guidance of the br and-new value theory which were proposed at the 16th National Congress of the Co mmunist Party of China(CPC),We began to tackle this problem by taking effective measures to activate sedimentary resources to enhance the sustainable developmen t of economy and society.
