青岛水资源可持续利用的对策与途径

摘　　要：文章依据水资源需求平衡方程,对青岛市1999年城市水资源供需处于基本平衡的关系进行了研究,并预测2005年和2010年水资源需求量为4.37亿t和6.02亿t,增长较快,但水资源的供给能力有限,缺口较大。最后,对水资源的利用提出了应统一规划和加强管理,使可持续用水与保护相结合,大力推广节水技术,进一步完善法规等对策措施,实现水资源的可持续利用。Water resources shortage has been a main restrictive factor to the development of Qingdao city for a long period. In this procession formed the main characteristics and lots of problems in water resources using which are higher degree of utility, more waste, worse water environment, inefficient management and unsuitable price. Based on this, according to balance equation of water resources between demand and supply, the water resources supply-demand relation of Qingdao almost keep balance in 1999, and through forecasting the water resources demand will increase rapidly to 4.37 × 108t by the year of 2005 and 6.02 × 108t by the year of 2010, at that time the water resources shortage will be much more worse. With the viewpoint of sustainable development , this paper give some countermeasures and ways to water resources sustainable using which are emphasizing water resources using planning and management, combining with the sustainable using and protection, promoting the high-tech of using, managing using activity by law and others.
