摘　　要：德与法是治国之二柄,两者相辅相成,缺一不可。在德与法两者之中,中国古代首先强调以德治官,认为这是治本之举,即所谓"礼禁未然之前,法禁已然之后"和"为政以德"、"为政在人"。我们应该批判地继承这一文化遗产,充分发挥道德在治官方面对于依法治吏的互补作用,大力弘扬全心全意为人民服务的崇高官德,努力建设与社会主义市场经济体制相适应的新道德。Morality and law are related with each other.Between them,at first there was an emphasis on keeping officials within the bounds of virtue and morality in ancient times.Today we should inherit the point critically,greatly carry forward the spirit of serving people wholeheartedly and build a new-pattern morality suitable for socialist market economical system.
