摘　　要：在探析中国水利行业科技创新发展现状深层原因的基础上 ,揭示因缺乏专利工作的渗透造成的各种负效应 ,并运用和谐管理的管理思想和以人为本的管理理念 ,对水利科技创新与专利保护的和谐管理机制进行构架 ,以实现水利科技创新效率的提升、由传统水利向现代可持续发展水利的转变。On the basis of discussion of the reason of innovation of China water conservancy calling, the negative effect induced by lack of patent work is analyzed. Harmonious management system for water science innovation and patent protection is established to realize the promotion of water science innovation efficiency and the changeover from traditional water enterprise to sustainable water enterprise using harmonious management ideology and the concept of in essence of people.
