摘　　要：本文从市场均衡的一般原理出发,对乡镇债务均衡进行了分析并在此基础上对乡镇债务危机的形成机理进行了一般解释。以此为线索,结合乡镇债务波动的实际表现,文章指出乡镇债务危机的症结在于:行政缺陷导致乡镇债务需求膨胀;财政缺陷导致乡镇债务供给不足。鉴于此本文结合实际对乡镇债务危机的治理途径提出了针对性建议。From the principle of market equilibrium, this article analyses the debt equilibrium and the debt crisis of villages and towns. Along this clue, combining the fluctuation of the debt, this article points out the crux of the debt crisis: administractive defects lead to inflation of debt demands; finance defects lead the debt supply to be insufficient. In consideration of these circumstances, this article puts forward relevant proposals for the debt crisis of villages and towns.
