摘　　要：在现代高新技术的推动下,图书馆正在发生着一场深刻的变化。进入21世纪,图书馆人都在思考探索、研究规划新世纪图书馆建设与发展的蓝图。作者在本文中论述了有关图书馆建设与发展应特别关注和探讨的几个问题:①坚信图书馆魅力永存是新世纪图书馆建设与发展的思想基础;②冷静理智地面对图书馆的数字化;③塑造图书馆公益服务形象和特色服务形象是图书馆兴盛的关键。There are several issues on the construction and development of library, which deserve to be focused and probed especially in this article. First, the perpetuity of library's fascination is the base point of construction and development of China library in the new century. Second, keep our head facing to digital library. In the end, it is the key for flourishing library to shape her image of public service and featured service.
