摘　　要：新世纪的到来 ,城市发展将更关注城市环境的改善 ,创造良好的城市环境将是城市规划与管理的主要内容。文章以杭州城市为例 ,对限制人类活动的环境资源空间特征及其与现状人口容量关系进行分析 ,根据环境要素的空间分布特征和保护要求提出人口容量分区的引导思路和控制目标。The improvement of urban environment will be more concerned in the new century,and creating fine urban environment is primary aspect of future planning and governance.This paper,take Hangzhou city as an example, analyze the spatial character of the environmental resources which restrict human activity and the relationship with population capability,put forward the inducting idea and controlling guideline of population capability's distribution based on the spatial character of environmental resources.
